Normally, infinite ammo is unlocked by obtaining the Cat Ears accessory after completing the game on Professional mode with an S+ rank. Unfortunately, the Cat Ears don’t work on the Rocket Launcher and you need to unlock infinite ammo for it in a different way. Start by beating the game. This can be done on any difficulty so if you are having trouble, make sure to choose a difficulty setting that works well for you.
After completing the game, you will unlock new game plus for that save. When you hit load game in the menu and choose that save, you will launch a new game on new game plus. Once you are in new game plus, make your way through the game until you find the merchant. Normally, the merchant will sell you the Rocket Launcher for 80,000 Ptas. In new game plus, however, he will sell you a new type of Rocket Launcher with infinite ammo. This Rocket Launcher will cost you an astounding 2,000,000 Ptas.
