Currently, there is no way to get Moonkissed toppings in Cookie Run Kingdom. Before, you could complete different stages of the Crunchy Dreams event and get the toppings as a reward. Another to get these toppings were Cake Hound Frenzy, but that has also been long gone.
The good news is that Cake Hound Frenzy has different seasons which happen throughout time. The last season has been gone, and now you have to mark your calendars for the next one. Once it starts, you will be able to get Moonkissed toppings once again.

There are five different types of Moonkissed toppings. Once you get the topping, you can go to your inventory and choose what you want from that.
