In order to unlock Crucio in Hogwarts Legacy, you must complete the mission in the Sebastian Sallow quest line. Eventually, as you complete more of them, you’ll get the chance to complete the mission, “In The Shadow Of The Study”.

Either way, after this, the Cruciatus curse, or Crucio will be available for you to use. This curse is not for the weak of stomach as it will torture your enemies with unimaginable pain.

What happens if you use Crucio in Hogwarts Legacy?
As there’s no morality system in Hogwarts Legacy, you aren’t punished in any way for using it or any of the other unforgivable curses. Despite it being one of the three Unforgivable Curses, which normally result in a life sentence in Azkaban Prison, the game allows you to use them with impunity.
However, NPCs will often frown upon it if they see you use it in battle. Seems like they’ve severly toned down consequences of killing in this game.
It seems like almost a broken mechanic to allow every enemy you come across to be one-shotted no questions asked. Perhaps Hogwarts Legacy creators were expecting fans to be very true to the role-playing experience.
