If the site indicates that Twitter is down, then it is likely that the issue is widespread and not specific to your account.

Whenever an online service like Twitter goes down, you can rest assured they are alerted to the issue and likely to be already working on a solution. There is nothing users can do to speed up the process if it is server-side. Instead, take the opportunity to catch up on other tasks or engage in offline activities until the service is restored.
Just in case it is a regional issue or your internet connection, there are a few things to try. The first thing to check is your connection, if you are online and other applications work then it is unlikely to be an error on your end. Try closing the application down if you use one, even try closing the browser down if that is where you are using Twitter.
If the problem persists, you are going to have to play the patience game and leave Twitter engineers to resolve the issue. A similar issue happened on May 1st, when users were reporting a similar issue as they are today (May 4th).
