Although the card has yet to be announced we do expect it to still be coming this year. Nvidia is teasing Project Beyond and we do expect to hear something in the GTC talk next week.
But this also may suggest that the initial release will only be of the flagship model. With no other 4080 or 4070 leaks out yet they could be further delayed.

There only seems to be one AIO-cooled card, the Waterforce, and the custom loop version with the Waterblock. Meaning the rest are likely to be air cooled.
However, this does mean all the other options will be chunky cards. With a likely 3-4 slots like the 3090 Ti, or Noctua RTX 3080.
With such a high TDP there is a lot of heat to give off and a lot of energy to consume so there are plenty of other considerations. You may want to consider new PSUs with the report of dangerous adapters.
