When you get to the warehouse, Johnny Silverhand will reach out to you and tell you that he wants the car in the area. This will start a mini-quest where you need to find the car keys.
Behind the car, you will find a collapsed shelf. Check the floor around it for a case. Inside the case, you will find the car keys, granting you access to the free car. Now that you are done with this short side quest, you can simply get into the vehicle and drive off.
