Nope! Unfortunately, Jagged Alliance 3 is not on Game Pass. There has been no mention of the game coming to Game Pass in the future either. For now, Jagged Alliance 3 is a PC-exclusive title.
While this isn’t the greatest news, there is always a chance the game could come to Game Pass in the future or possibly even PS4. It all depends on if the developer chooses to port the game over to the other consoles.
