Since Fire God Liu Kang created an entirely new universe to rule over, character and series villain Shang Tsung has been ruling over another after the bad ending of Mortal Kombat 11 Aftermath. However, Shang Tsung wasn’t content to just have one timeline to rule, he wanted this one as well.
The plot twist is this leads to him hopping over to Liu Kang’s universe, and this Shang Tsung is the actual final boss of the game. This is the true ending of the game. You run into multiple Shang Tsungs in different costumes during the story, but the one in the red outfit with dragons is the Shang Tsung wanting to rule the Earthrealm. He’s the real puppetmaster all along that you’ll fight at the end of the game.

Shang Tsung is an evil sorcerer who steals souls, and has been a part of the franchise since the beginning. He has teamed up with Quan Chi in the past. The particular Shang Tsung who is the final boss is not from the new timeline, but from another he rules over.
