No. Pikmin 4 is not on PS4 and will not be coming to PlayStation 4. The reason for this is that Pikmin 4 is a Nintendo exclusive created by the Nintendo Corporation. For this reason, Pikmin 4 will remain on Nintendo consoles and be released only on the Nintendo Switch.
