He is the one who runs freight routes in the United Colonies systems, and you need to talk to Elias and ask her to give Milena Axelrod access to work in the City. But before talking to him, make sure to save your game so you can reload and try again if you fail.
How do I persuade mayor Elias Cartwright in Starfield?
When you interact with Elias, choose the “[Persuade] Everyone deserves a second chance.” option. Then, select the following dialogues to persuade mayor Elias Cartwright in Rough Landings in Starfield:
