When you’re about to complete the questline of the UC Vanguard, you’ll get Class One Citizenship of Atlantic City, after which you’ll gain access to the Penthouse. And for those wondering, being a citizen of the city means that you’ll be able to own land in Atlantic City. To get the keys to the Penthouse, go to the Realty Officers in the MAST District.
As for the Penthouse itself, it can be found in the Mercury Tower in the Residental District. You can use the elevator to reach your free house.
